In the small, planned community of New Granada, a quarter of the population is 15 years or younger. With only an ineffectual recreation center to distract them, most of the teenagers rebel through drugs, partying, and revolting against police authority. Carl (Michael Kramer), the son of a town councilman, is at first an exception, but he naturally becomes entangled in the anarchistic tendencies of his classmate, Richie (Matt Dillon). As tensions rise between the teens and Sergeant Doberman (Harry Northup), rebellion transpires into unfettered violence.
Based on real events in Foster City, California and known for inspiring the music video for Nirvana’s “Smells like Teen Spirit” and Richard Linklater’s film Dazed and Confused.
