Vince Lombardi High School keeps losing principals to nervous breakdowns because of the students' love of rock 'n' roll and their disregard of education. When new principal Togar comes along and tries to lay down the law, Ramones-adoring student Riff Randal is there to create as much chaos as possible, stopping at nothing to spread her love of rock music and fulfill her mission of meeting her idols to give them her songs.
